It’s Time to Tax Car Drivers by the Kilometre

The RAND Corporation is calling for a new way to tax drivers in the states: by distance traveled. Car drivers may feel like they’re paying too much in taxes already, but the reality is that the costs of maintaining road infrastructure are far greater than revenue from vehicle-specific taxes. In the USA, congress has had to bail out their highway fund from general taxes and in other jurisdictions (like Canada) it’s just accepted that everyone pays for the luxury of drivers. Gas taxes and the like aren’t bringing in enough revenue so RAND suggest drivers pay per kilometre travelled, that way those who the roads the most pay the most to maintain them.

A Vehicle Miles Traveled tax is what it sounds like: a toll that applies wherever you go. Drivers pay by the mile, at a rate that reflects the actual cost of driving. The idea is popular. More than half of states have looked into taxing VMT. The most prominent has been Oregon. In 2006 the state recruited 300 drivers for a pilot program, and outfitted their cars with GPS. For each mile, they pay 1.5 cents. (They are also exempt from paying the state gas tax.)

A VMT tax could tamp down on congestion by adding a few pennies to the per-mile fee during rush hour or when drivers enter city centers. (That second bit is also known as a congestion charge.) To control emissions, gas guzzlers could pay a higher per-mile rate.

Cyclists Obey the Law More Than Drivers

Cyclists are law disobeying maniacs! At least that’s a common and all too nasty rumour in North American cities. It turns out that car drivers are the maniacs according to a study fresh out of Florida. The study, the largest of it’s kind, put sensors on cyclists which monitored their behaviour and that of cars near them. The drivers didn’t respect the space around cyclists while the cyclists obeyed the law nearly 90% of the time. What’s more, the study points out, is that the consequences of a driver disobeying traffic laws is far more dangerous than a cyclist.

Good on cyclists for being respectful road users and doing what they can to be safe!

In the end, the results indicated that cyclists were compliant with the law 88 percent of the time during the day and 87 percent of the time after dark. The same study determined that drivers who interacted with the study subjects complied with the law 85 percent of the time. In other words, drivers were slightly naughtier than the cyclists—even without measuring speeding or distracted driving.

There was only one crash during the study period, and that too was caused by a negligent driver. In that case, a motorist rear-ended a cyclist as she waited to make a left turn. In the published study, researchers noted, “The driver was impatient and tried to pass at a relatively high speed since the oncoming traffic was about to stop for the bicyclist to turn.”

Walkable Towns are Economically More Productive

Any visitor to a North American city knows that a lot of the geography is designed for single occupant car-based transportation. Anybody who’s spent months in any of these places knows that this car-focused design has been an unmitigated disaster. People are dying, the planet is being killed, and so many other problems stem from building cities for cars.

That badness all being acknowledged, we are at turning point of urban design. The evidence for making our streets for pedestrians over cars is overwhelming; cities which life easier on people are witnessing demonstrable benefits. Those benefits are quantifiable and more research comes out every month highlighting the benefits of desiring for people. Over at Strong Towns they have compiled a great article outlining some of the benefits of pedestrian friendly design.

The cost of paving sidewalks for people is minuscule compared with the cost of paving wide roads for cars, installing traffic signals, paying the salaries of traffic cops, etc. Even the cost of providing enhancements to pedestrian space such as trees and benches pale in comparison to what we spend when we build around cars.

Furthermore, the wear and tear caused by foot traffic is also negligible compared with the wear and tear caused by car and truck traffic, meaning that long-term maintenance costs for walk-friendly areas are also much lower than for auto-oriented places. (Ironically, most cities spend exponentially more on their roads while utterly neglecting their sidewalks.)

In short, a simple sidewalk could serve millions of people traveling on foot for decades, even centuries, with only a small amount of up-front investment and minimal maintenance costs for the city — yet it would support dozens or hundreds of local businesses. The same length of street designed primarily for cars would cost exponentially more to build and keep up and would only serve a handful of businesses.

Blossoming Bikelanes in Berlin

Berlin continues to impress environmentalists around the globe with the city’s efforts to adjust to the reality of the 21st century. Last year Berlin got attention for being a “sponge city” and this year will see the start of a bike lane network that rivals other cities. With car traffic snarling nearly every city on the planet most are turning to bike lanes to alleviate some of the pressure on roads, and Berlin is no exception.

By 2025, the city will also create 100,000 new bike parking spots, some of them in three multi-floor parking garages located at key commuter hubs. Meanwhile, the city’s existing bike-lane network—already extensive, but not always well segregated from car traffic—will be more rigorously protected by bollards. This more modest network of roadside lanes (as opposed to long-discussed specially constructed superhighways) will also be expanded to cover one-third of all city streets, a considerable expansion on its current total of 18 percent. Viewed from cities where it’s a struggle to introduce even basic bike infrastructure, Berlin’s plans seem inspiring, even utopian.

Breathe Easy Thanks to Public Transit

Traffic congested cities suffer not just people stressed out in cars but the exhaust their cars toss into the air. As a result of the use of automobiles asthma and other respiratory issues increase in urban areas, leading to increased health costs and harder lives. This means that if we want people living in cities to breath easy we ought to provide more and better transit options.

A 2002 report [PDF] by the American Public Transit Association pointed out the big difference in the contribution to pollution is that, per passenger mile, public transit produces significantly less pollution than private automobiles: “only 5% as much carbon monoxide, less than 8% as many volatile organic compounds and nearly half as much carbon dioxide and nitrogen oxides.” Studies have shown that children, especially if they are active outdoors in areas with high ozone levels, are more vulnerable to the pollution they inhale.

During the 1996 Atlanta Olympic Games, more public transit was put on to ensure traffic tie-ups wouldn’t delay athletes and fans. Morning rush-hour traffic was reduced by 22.5 per cent. Consequently, daily peak ozone levels dropped by 27.9 per cent. According to a study published in the Journal of the American Medical Association, the number of incidents of children needing medical attention for asthma in that period dropped by 41 to 44 per cent.
